Introduced by Rep. David Floyd (R) on January 6, 2009, to ban the use of a hand-held cell phone by the driver of a motor vehicle while the vehicle is in motion. The bill makes exceptions for certain emergencies and permits cell phones to be used in moving vehicles when a hands-free device is present and in use. The bill would authorize fines of between $20 and $100 per violation beginning January 1, 2010.

1) HB-41 CELL PHONE USE [by Anonymous Citizen on November 18, 2008] It should be illegal for any person to use a cell telephone in any vehicle, while any vehicle is moving. This is just plain common sense. Anyone that uses a cell phone while the vehicle is moving, should not even have a cell telephone in the first place. Reply

The Republican party finds itself basically destroyed because of stupid stuff like your proposal. I thought for a while this idiotic behavior was limited to the national morons but not to be outdone Kentucky politicians are right there with them.
