2008 Senate Bill 105 (Change structure of General Assembly sessions)

  • Introduced by Sen. Dan Seum on January 23, 2008, to submit to voters a constitutional amendment proposal changing budget sessions to odd-numbered years and limiting bills in those sessions to those that raise revenue and spend additional money, or those relating to topics introduced by the Governor by proclamation, or two topics each from the President of the Senate and the Speaker of the House if both can agree on all four topics. In an even-numbered year, bills that raise revenue or spend additional money must be agreed to by a three-fifths vote of each chamber to pass.
