This legislation should only be considered to be introduced after:

$4.2 billion bonded indebtedness is being paid off from a balanced state budget;

Estimated $700 million state debt paid off from a balanced state budget;

All due-and-owing unpaid evaded taxes collected;

After local tax jurisdiction appropriations meet local resources;

After estimated 700 million dollars total of state tax expenditures are reviewed for eliminating obsolete, amend implementing legislation on constitutional state tax expenditures;

Visiting H.B. 44 to relieve school districts by increasing the 4% cap rate to 6%;

2) The free market makes energy efficiency a priority [by newmark on December 15, 2007]
With oil prices so very high, I would imagine that the new owner of the home I previously owned has put foam insulation in the walls. Having paid $800 per winter in gas bills alone in a home with less than 1000 SqFt, it would now make sense, with oil prices ever higher, that the price of adding foam insulation to the walls would pay off quickly at over $1000 in gas per winter.
