1) What is the intent of this bill? [by RTaylor on February 8, 2007]
The legislation fails to designate whether this is a "loan forgiveness" program for those with traditional loans or if it is a direct loan program for anyone who can convince the newly created agency that he/she will be involved in "public service" when completing law school. Further, there are no provisions for 1) defining what a recipient must do to fulfill their obligations under the program, 2) students who don't fulfill their commitment.

Another important matter -- are these loans to be "color blind" and gender neutral? Or, is this just another handout for minorities and women? If the legislation fails to insist on equal treatment, programs such as these almost always end up being twisted into affirmative action plans by the bureaucrats that run them.
