Passage of such legislation is practicing good government.

For example, the Finance Cabinet's Department of Revenue would have to publish why an estimated $100 million of taxable property has not being collected since 1985?

In 1985 a Louisville car dealer testified before House sub committee approximately $30 million of Kentucky usage taxes not being collected by state due to some motor vehicle owners whose vehicles are "sitused" in Kentucky circumvent paying KY usage tax due by licensing their motor vehicles in another state---illegally.

However, in 1985 Freedie Freeroade tax compliance program was initiated and implemented by KY Revenue Cabinet. It discovered millions of Kentucky usage, property and registration fees were going uncollected as a result of intentionally licensing Kentucky tax sitused motor vehicles in other illegal jurisdictions.
