Substitute offered in the Senate on January 23, 2006, to retain provisions of the original bill, but also require the Kentucky Department of Military Affairs to establish procedures to assist a person in acquiring professional and occupational credentials when that person moves to Kentucky due to the military transfer of that person's spouse. The substitute would require state agencies to support the department's efforts. The substitute would require that for a member of the National Guard or Reserve to qualify for a Kentucky Housing Corporation grant, that person must have family income equal to or less than 200% of the state or area median income. The bill would require that when a child custody decree is modified due to the deployment outside the United States of a parent who is a regular member of the United States Armed Forces, the modification shall last only until the end of the deployment.

Amendment offered by Sen. Joey Pendleton (D) on January 24, 2006, to attach provisions of Senate Bill 33, which would allow military personnel deployed outside the boundaries of the United States who have stored their cars on base during deployment to have 30 days from the date of their return to renew the vehicle's registration. The bill would further mandate that such vehicles not be subject to any delinquent fees, penalties, interest, or lien filing fees resulting from not paying the ad valorem taxes on the vehicle. The bill would set rules for pro-rating the fees.

The substitute would increase from 5 to 6 the minimum number of veterans' benefits regional administrators employed by the Kentucky Department of Veterans' Affairs. The substitute also would delete the grace period for renewing a motor vehicle registration that expires while the soldier owner is deployed outside the United States.
