From the LRC: http://www.lrc.ky.gov/record/06RS/HB113.htm

BR 464 - Representative Steven Rudy (12/01/05)

AN ACT relating to sales and use tax.
Amend KRS 139.470 to delete gross receipts from sales of water used in equine businesses from exempt transactions; amend KRS 139.531 to exempt from sales and use tax the sale of feed, seed, commercial fertilizer, machinery, machinery repair parts, horse embyros and semen, fuel, and on-farm facilities to persons engaged in raising equine as a business; provide that the Act takes effect August 1, 2006.

The only thing I see there is that you receive the tax break if you're "engaged in raising equine as a business".

I believe you may be referring to this bill: http://www.lrc.ky.gov/record/06RS/HB109.htm

Or perhaps: http://www.lrc.ky.gov/record/06RS/HB29.htm

Agriculture in general does get a 'break' just not the horse segment. I think this bill is long overdue.

3) I hate exceptions like this [by Anonymous Citizen on December 1, 2005]
I'm against taxation in general and think taxes should be lowered accross the board.

Why do people specifically raising horses get a break?

Why don't those who raise other livestock get a break?

Why don't farmers get a break on their "seed, commercial fertilizer, machinery, machinery repair parts ... and on-farm facilities"?

Why don't all Kentucky citizens get a break?

I realize that Kentucky has the whole "horse thing", but the taxpayers don't need to subsidize it.

If you want to give a break to a group, you need to give it to a larger group.

Horses are expensive. You probably knew that when you bought into the business. If you didn't, then shame on you. Not shame on me, and everyone else.
