Introduced by Rep. Jimmy Higdon (R) on February 14, 2005, to allow some drivers to be issued driver’s licenses without photos in accordance with certain religious beliefs. The bill would require a criminal background check paid for by the driver.

2) Eunice Montfort [by Anonymous Citizen on January 16, 2006] Regarding HB 517, I don't know of any religion that prohibits the taking of a photo of the person. This sounds to me like a terrorists dream bill. WHY, at a time when we know the United States is in a heightened state of alert regarding terrorism, would we even consider such a bill. If the person's religion forbids the taking of the drivers photo, they have several
choices. They can stop driving. They can move to
another country where they don't have to have a photo taken to drive.They can switch religions, or they can get their photo taken so they are in compliance with our laws. Rep. Higdon needs to withdraw this bill immediately. I'm sure he is not representing the views of the majority of his constituents with this bill.
3) ab [by Anonymous Citizen on January 16, 2006] It should concern the law enforcement community. In that, if a subject meets the description of the original issuee, without a photo for backup this id could possible be used by several persons. What controls and safeguards could be put in place to keep this form happening? Reply
