• Introduced by Rep. Kathy W. Stein (D) on February 2, 2005, to require the Kentucky Department of Education for the 2005-2006 school year to establish a hold harmless per pupil funding value for each school district using 1995-1996 data as a base. The hold harmless per pupil funding value would require funding to never fall below levels of the 1995-1996 school year. The bill would then require an annual adjustment to the hold harmless value equal to the percentage increase of the base funding level in the program for support education excellence in Kentucky (SEEK) as determined in the biennial budget for the affected school year .
